What Could It Be If Eyes Are Swollen And Itchy?

My eyes have been really swollen for 1 week, they itch really bad, I do have allergies and Zyrtec usually works for me, that is not helping now, I have tried drinking lots of liquids and cold packs and the swelling did reduce yesterday; however when I woke up this morning they were puffy again, I have gone to my family Dr twice and they tell me they feel it's allergies versus an alergic reaction to something, I feel great otherwise, I hate to throw more money away going back to the Dr. what do you suggest.
