What Could Itchy Mucus On Vagina With Bumps Suggest?

I am 12.5 years old, and I'm a girl. I am very curious about my own vagina, and I dont know if it is normal or not. I have a lot of redness, and bumps near the lips of the opening of my vagina. During my period it seems to go back to normal, but I dont know why. Also, I always have a lot of sticky mucus in my panties almost everyday. My mom says it could be because I am ovulating, but she never really gave me a clear enough answer. Are my bumps, redness, and giant amounts of mucus normal? What does it mean when this happens?
