What Could Itchy Vaginal Bumps Suggest?

I have a cluster of white bumps near the opening of my vagina. They are not itchy. I was swabbed for herpes about 4 months ago and it came back negative. I have also recently come back negative after a pap smear. I suffer from thrush a lot but this is not normal symptoms.
