What Could Painful Bulging Vein Protruding From Stretch Mark On Hip Area Indicate?

Hi, my name is Terri A. I noticed 2 days ago located on my right hip area a bulging vein protruding from stretch mark. It is the size of a dime, and hurt to the touch. It also has swelling around the area. Is this a serious matter that needs urgent medical care.
