What Could Rashes On Neck Before Starting Menstruation Denote?

About a week before my cycle I get a rash on my neck and in the bends of my arms. It lasts for about two weeks and then it goes away. The next month I see the same thing. It doesn't occur consistently but it does happen often. Can you help me?

It seems to be progesterone related rash. If it is asymptomatic you can leave it as such.
