What Could Red Rashes On Body Post Pneumonia While On Synthroid Indicate?

My father is on a daily dose of Prednisone 5mg due to compromised lungs. He was discharged from the hospital 2 days ago and his Pneumonia had cleared and was discharged without antibiotic but a Prednisone taper. Currently taking 30mg and has developed a rash on his upper arms, red, raised but do not itch? I am 45 miles away and suggested he go to Urgent care but is refusing. He is Oxygen dependent and has been started last on Synthroid last month. Could this be post pneumonia rash but why if he is on a steroid.
