What Could Shock Like Sensations On Neck With Blood Pumping Through Veins Suggest?

My husband gets this electic shock through the back of his neck once every week and a half or so, and he has started feeling his blood pumping (from the inside, not through external examination) through his veins/throbing in his ankle, arm and the back of his head.
