What Do Black Discolorations Under The Eyes Of A Child Indicate?

My 3 year old had lab work done. They had a very difficult time getting a vein. I initially took her in because she is urinating only once a day. I was finally able to get a urine sample which came back normal. Her co2 levels however were at a 13. Any suggestions? She drinks plenty. Her under eyes are so dark they look black. I m really concerned.
