What Do Bud Like Structures At The Bottom Of Penis Shaft Indicate?

I am a teenage boy, and i reasonally discovered some sort of buds/studs (whatever you call them), at the bottom of my penis shaft, now, is this something i have to worry about, or is it just actual hair starting to grow on the penis? (Sorry for bad english)
