What Do Circle Patches On Forearms And Legs Indicate?

I have dry wrinkley circle patches on both forearms and a little on legs. When I get out of the shower they turn red and fade back to dry wrinkley circle patches after about 30 min or so. Just started happening about 2 weeks ago and not seems to spread
