What Do Dry Patches Of Skin On The Legs Indicate?

I have dry patches of skin on both legs, starting a little above the knee, extending down the calf. It appears to be a red itchy rash. There are a six or more areas ranging from 3 square inches to 16 square inches. How should I treat it, or should I visit my doctors.

From your medical history, I can think of possible fungal infection of the skin. However, it could be of great help if you could send me a picture of the affected areas. To my opinion, should consult with dermatologist and run skin scrapping examination under microscope to determine the right diagnosis.
