What Do Itchy Pimples On The Testicles Indicate?

Hi I m Eddie, I m seeking help for some of my problems down below. Its been occuring for over half of my life (I m 16 years old never been sexually active) and none of my doctors have been responding as quickly as I d hope they did. I have a weird condition that I think is PPP but I m not sure, I have white pimples running around the bottom head of my penis (upper shaft). The head of my penis has deep wrinkled lines that travels along my head.I also have shiny like patches that stretches around my testicles, along with bumps running down the back shaft of my penis. Please help me with this situation, I know nothing of what to do at this point and its truly been affecting my self-esteem and my comfort, it often feels itchy but it cones and goes as it pleases. Do you have any ideas of these symptoms?
