What Do Itchy Rashes On The Lower Legs Indicate?

On both my legs from the calf down, I ve developed a rash that is itchy. It feels good scratch but I begin to scratch past the skin. I also have a lot of red dots. About 20 years ago I had surgery on my left ankle. That ankle seems to be really bruised now. This all began about 2 months ago about the same time I bought a pair of work boots. Work boots have been the norm for over 30 years. I ve tried anti itch cream the past few days and it hasn t helped. I don t take any medications I m 59 yrs old, 190lbs., 5 10 Hispanic descent American . Any ideas what what it may be?
