General & Family Physician 's  Response
HI, thanks for using healthcare magic

An antihistamine would help the itching and may also help the rash but it would be important to determine the source of the reaction.
Eg benadryl

It is possibly a reaction to food/drink or another agent and finding out the source would prevent future exposure.
A heat rash can also sometimes present in this way.

It would be best to see his doctor for an assessment

I hope this helps
