What Do Lumps On The Lower Calf Indicate?

I got these lumps on my lower calf last year that stuck out when I stood on that leg and also numbed my leg and was painful when I walked. These seemed to go away but when I went running on Friday they came back in both legs and now it s super painful to walk anywhere.
