What Do Numbness And Spasms In The Hands And Shoulders Indicate?

I had PCF,levels C2-T1,2yrs.out this Jan.2018.I am still having numbness in both hand,severe spasms in my shoulders,very poor Rom in neck.I haven t seen my Dr. but a few times.I went in a few mos. p/o and stays showed that a vertebrae had slipped forward.I didn t want to go back to surgery but now things seems to be getting bad again.I felt that my Dr. should have followed me more closely,should I give him call for an appointment?
