General & Family Physician 's  Response
HI, thanks for using healthcare magic

Measles would normally present with systemic symptoms as well such as fever, cough and cold symptoms, irritability.

If the rash is the only symptom present then it may be related to contact of this area of skin with a particular irritant or allergen.

The use of a mild steroid cream may help.

If it worsens or does not resolve then you can consider an assessment by his doctor.

I hope this helps
