What Do Red Rashes In The Groin Area And Legs Indicate?

My son has a rash over his genital area and down both legs. It manifests with largish red welts and white heads. This has been going on about two months or so with just a rash. The welts and white heads are new for about a week or two. He does not live here so I have not personally seen it. He was involved with one girl and they broke up and another girl followed within three weeks or so.
