What Do Red Rashes On The Foot Indicate?

My husband has three red splotches on his foot. They don t hurt or itch. They vary from 1/4 to 1/2 in diameter and he has had them for weeks. They do not seem to be where a shoe would rub and ne has not changed to a new shoe during the time he has had the spots.
