What Do Red Rashes On The Foreskin Indicate?

Hello, I am having small red patches on my foreskin. It s generally appearing in the same area and has been doing this for a week and a bit. I have never had sex however I do masturbate. It does become store if I keep touching my penis but I don t really notice it on a daily basis.
