What Do Red Spots On The Left Leg And Penis Indicate?

I believe i got red spots on only my left leg and one on my penis (intersection between penis and scrotum) and when i went to the toilet this morning my penis was shrunk and it s head started coming back as if it s getting inside or somethin , i panicked too muchandi don t know if i should be worried , help (i was drunk last night but not sure if it s related to penis shrinking)
