What Do These Following Ultrasound Findings Indicate?

I ve a question regarding my pregnancy. I had an ultrasound at my OB s clinic at 32 weeks, it showed 18% and they said my baby is small.They asked me to have an ultrasound level-2. I did Level 2 ultrasound and found that everything is normal, my baby is 35% and he weighs 4.2 lbs. My OB made me do an another ultrasound at 35 weeks 4 days at her clinic, and she said again that my baby is 19%, weighs around 5.8 lbs and need to monitor him closely. She said my baby need to thrive for us to have a natural delivery. I don t understand anything she is saying. Can you help me with this?
