What Does A Negative PPD Skin Test Mean?

Hi, My son x-ray result the impression of the reading is primary koch s infections done last Feb 12, 2014. then my son also had a PPD skin test last feb 17, 2014 but it is negative according to his pedia, what is that mean? my son have a primary complex?
