What Does A Rash On The Arm Indicate?

Hello, I have a small dry spot, possibly a rash on the inside of my arm. It came out of nowhere and has been there since. It sometimes itches but other than that I have no problems. I also have a problem with getting yeast infections. Before I got on birth control I had one yeast infection. Now i been on it for 4 years and starting like 8 months ago, I been getting them on a regular. Sometimes before my period sometimes after my period. I have been to the dr, I have did otc meds, which works and goes away and I wont have a problem for maybe 2 months. Then it comes again. I m not sure what to do.
