What Does A Red Bump Around The Vagina Indicate?

I am 18 years old and I have a red bump in the outside of my vagina close to my leg, it has been there for a while but sometimes gets irritated and painful. It feels like there is liquid inside like a blister, but it has a rough skin covering it and when I tried to drain it with a sterile needle it didn’t work. I only have one and it’s not normally a problem until it gets irritated by clothes rubbing against it. What could it be?

First of all, please mention your age and whether you are sexually active. Don't try to use needles and prick the blisters too, it can cause further infection. Is there any discharge along?
