What Does A Red Bump On The Forearm Indicate?

Hi, I have a red scaly bump on my forearm just over 1/2cm in length. It appeared about 2-3 weeks ago. It is round in shape. Twice now I have pulled the skin off of it and under neath it is a softer skin but the bump is still raised. The area is tender and has been even before I removed the scaling skin. I have had basal cell skin cancer on my chest and squamous on my nose. Just hard to think this could be one of those since it appeared so fast. Any other suggestions?
