What Does A Red Ring Around Adams Apple Indicate?

I have a red ring around my adams apple. It appears now and then and last for a couple of days usually but now it has been ther for over 3 weeks. What does it mean. I also have coughing spells and cannot cough up thick mucus tho I've taken otc meds to lossen the mucus.

The ring may be a fungal infecetion and may not be anything else. please dont worry, meet a dermatologist, he will examine you and guide you further.
