What Does A Swollen Blue Vein On The Index Finger Indicate?

I have a small hard swollen blue bump of a vein on my right index finger at the inside of the knuckle. I did not injure myself or bang my hand. Periodically I get this in various locations on the insides of my fingers. They are painful to the touch. What is this?
