What Does A White Scab On The Penis Indicate?

Hi, my boyfriend (newly divorced after 12yrs and i newly divorced after 15yrs) has a white dry scab on the side of his penis that wont seem to heal. It has been months now. We are newly divorced and have not been with other partners besides our ex s. He does have dry paches on back that feel like eczema especially if he doesn t moisturise those spots. His penis spot it small eraser size flaky scab.
