People, men and women have different sexual orientations; they are heterosexual when there is attraction to the opposite sex, homosexual when the person is sexually attracted to the same sex and bisexual where the person is attached to both the sexes. Medico-social science now does not consider these as abnormal behaviours; they are considered as individual liking or orientation.
If your husband is having normal sexual relations with you and also is having attraction for the men, he is to be considered as bisexual individual.
The risk with continuing sexual relationship with such an individual is just the same as having sexual relationship with a person who has promiscuous sexual relations. Such individuals are more vulnerable to
HIV and Sexually transmitted Diseases. Moreover, he might be interested in other forms of sex like
oral sex, anal sex, etc..
Whether to have sexual relations with him or not is your option. If you cannot accept his relations with men, you have to bluntly tell him so and then the ball will be in his court.
In some countries,
homosexuality is legal while there are some countries where it is criminal. You will have to get the legal opinion about this issue from a legal expert. I have given you medical aspect about the situation.
