What Does A Yellow Dead Skin Under Penis Indicate?

I have dead skin under the rim of my penis. Its kinda got a yellow tint to it. I recently had a co2 laser surgery to take care of genital warts. (2-3) months ago. Should i be worried. I am sexually active. And do not use a condom due to only having one partner amd trying for a kid.
