What Does An Itchy Dry Patch On The Back Of The Neck Indicate?

Yes, I have a large dry patch of skin on back of neck, kind of itches, seems to be spreading it also has a red ridge only on the bottom of patch, had this come up last summer for the first time and went away as summer ended and fall begin, and now it s back this summer. Thanks
