What Does An Itchy Red Rash Above The Ankle Indicate?

I have a rash on my lower leg just above the ankle. It is red and itchy and warm to touch. I am also bruising easily. Red bruises on my lower arms with no physcial bumps and on my shoulder close to joint. I am 66 years old and am on high blood pressure medication and am diabetic. Was told I was slightly anemic. Kidneys at a little less than 1/2

-Take oral antihistamines daily.
