What Does Blister On Vagina Imply?

my daughter, age 9, just came to me saying she had a blister on the outside of her vagina. i looked, and it is purpleish/gray in color. she had one this past summer, and our friend that is a nurse said it was prob due to sweating...although it is winter now, and to treat it with warm compress and baby powder. what is this?
