What Does Constant Throat Clearing Indicate?

My husband, age 65, clears his throat every morning and evening for at least an hour, it s especially bad when he lies down to go,to sleep at night. While he s always had allergies, he does take medication for them and it doesn t seem to be much affected by the season of the year. It makes it difficult for him to fall asleep and is really annoying to those of us around him. Any suggestions?
