What Does Constantly Sticking Out Of Tongue Indicate?

My 6 month old baby has just started poking her tongue out for long periods. Not just in and out but leaves it resting between her lips. She also has been coughing occasionly. Also possibly teething? She has been on solids for a month now with no problems. Any ideas?
