Hello and welcome to healthcaremagic.

You seems to have a condition called Icthyosis where the skin, particularly over the extremities and trunk is fish-scale like. This appearance is due to extreme dryness of the skin, specially in cold and dry weather of winters.

If I was the treating doctor I would have asked you to apply a moisturizer with ingredients like lactic acid, urea, glycolic acid etc which are not only hygroscopic(absorb water from the atmosphere but are also keratolytic(exfoliate scales).

Soaps are an absolute No for you.

regards
