I understand your concerns. I suppose that the date you have tried to mention is 12/24/2016. I would have been able to answer much more precisely if I had the following details listed below.
1) Age
2) Cause of tubal ligation
3) Right, left or both sided ligation
With the details you have provided, my first assumption would be
pregnancy if you still have one patent/open
fallopian tube and if you are still not into your
menopause. I am assuming one tube is patent because of the fact that you get your periods regularly every 21 days. This is because spotting, sore breasts and missed periods are often suggestive of pregnancy. This can best me excluded by a simple home urine pregnancy test.
I do not think that your runny nose and headache are connected to your missed period. However, there are high chances that a
common cold that causes runny nose can precipitate headache.
Finally, what I would advise are as follows.
1) Home urine pregnancy test, dip the strip in early morning urine. If negative, repeat after 2 to 3 days.

Ibuprofen for the headache, steam inhalation and nasal saline sprays for your cold symptoms
3) Consult gynecologist if pregnancy test is positive, inconclusive or if you have progressive worsening of your symptoms.
