What Does Dry And Flaky Skin On The Forehead And Cheeks Indicate?

I have a skin condition but not sure what it is. My allergist once said it was like eczema but not eczema but I forget the term. I have dry, red, scaly (flaky) skin on my forehead but once had a spot of that on my upper cheek and I have dandruff. What are some possible conditions?
