What Does Encephalomalacia In Frontal Region On CT Scan Suggest?

My mother is a 78 yo Caucasian with hypertension,COPD, CKD and (CHF at one time but keeping symptoms under control at present). Her CT scan shows area of encephalomalacia in RT FT region, deep white matter areas of decreased attenuation are present bilaterally. I want to know if this is normal ischemic changes for her age and does this result in dementia?
