What Does Foraminal Disk Protrusion Superimposed On A Concentric Disc Bulge Mean?

At L3-L4, there I s a right foraminal disk protrusion superimposed on a concentric disk bulge. This contibutes to moderate right sided foraminal narrowing. This is also mild left sided foraminal narrowing at this level. The right foraminaldisk protusion appears to abut the exiting right L3 nerve root laterally. please tell me what does this means?
