What Does Increased Signal Of Deep White Matter On Both Cerebral Hemisphere Suggest?

Hi, I am a 62 yr old femal, 5'4" 172 lbs. take meds for high BP & Cholesterol have glaucoma and suffer from meniere's. I started having panic attachs about 3 mos. ago and the meds the doctors put me on to help with panic attachs were making my menier's flare up so I made appointment with my ENT and he ordered I have CT Scan. Findings were: On the T2 weighted and FLAIR images, there are multiple areas of increased signal present within the deep white matter of both cerebral hemispheres surresting microvascular ischemic changes. What in the world does this mean?
