What Does Mild Loss Of Signal With Disc Bulges Mean?

My C-spine MRI shows: "...mild loss of signal throughout the intervetebral discs. The disc spaces are preserved. At C5-C6 and C6-C7, there are annular disc bulges which indent the thecal sac anteriorly. What does this mean and what is the treatment? I am having pain around both shoulder blades.
