Welcome to health care magic.

1.There is a disc between the vertebral bodies helps as a shock absorber effect, the disc contains maximum percentage of water, due to degenerative changes when the water content / hydration is lost the disc slips / bulges.
2.These disc peripheral portion is called as annulus that portion at the level of L3-4 bulged out and causing pressure effect on the spinal chord.
3.And at C3-4 mild disc bulge noted.
4.Treatment in this case is rest, exercises and physiotherapy - finally if nothing giving relief operation / intervention is treatment of choice.
5.I think you are not suppose to ride bike for some time until it heals or settles, but long run find any other options as the pain can be back again. Good luck.

Hope i have answered your query.
