What Does Swelling On The Nipples Indicate?

hi doctor, I m 19 years old and i ve had a small penis for as long as i know. It doesn t bother me that much, I m learning to accept it. but i would like to know if it is in fact small and if so what i can do help my situation, if possible. Thank you. Liam, soft-1.6 inches hard-4 inches also i have incredably large puffy nipples, that stick through my short far out, they are soft but very large. they resemble female nipples in a way. I m unsure about that as well. it really bothers me.
