What Does The Following CT Scan Report Suggest?

my husband had ureteral cancer 7 months ago they cut the tube away with the cancer new opening in the bladder reattacked the ureteral . but now the distal third is not visualized and perinephric stranding is seen around the kidney is there a chance the cancer came back already. he had a ct scan 4 months ago that was good but 2 days ago he had servere pain this is what the new ct scan said thank you for your time

The issue sounds to be the recurrence of the carcinoma as per the description, but still confirmatory evaluation of CT plates with IVP (if creatinine level is under control), is the best judge to proceed further.
