What Does This MRI Report Of Spine Indicate?

My husbands MRI showed C4 C5 shallow posterior disk osteophyte complex.. also C6 C7 disk shows broad based posterior bulge. and a superimposed right shallow paracentral protrusion. He is in constant severe pain, dizzy and headaches. Age 61.. What's next?
