What Does This Ultrasound Report Indicate?

Hi, My second baby boy born on April 8, 2017 in USA is having hydronephrosis. We took a renal bladder ultrasound scan and as per the findings the doctor recommended surgery for the left side which is dilated more about 3.3 cm. Right side dilation is .94 cm. Also the doctor suggested another renal lasic scan to check the function of kidneys. Please let me know if surgery is the right option based on the numbers reported.
