I have gone through your query and can understand your concerns..

As per your complain pimple like bump on neck that oozes foul smelling fluid and similar ones on forehead can be due to FOLLICULITIS or hair follicle infection caused by Staphylococcus bacteria leading to formation of painful bumps over different parts of the body..

The bump on the neck can also be due to ingrown hair..

Consult a Physician and get evaluated..

Once the cause is ruled out it will be treated accordingly..

-In case of folliculitis antibiotics oral and topical and topical steroids can be advised along with anti allergics to control itching..
If the does not resolve incision and drainage can help..
