What Is Causing Dark Patches And Dryness On Ankle, Pain In Feet And Leg In A Patient Suffering From Hypertension?

hi my husband skin above the anklee seems dry and the color of the skin has dark patches he suffer from hypertension could this have anything to do with it ,he says he feet and leg hurt daily and often the bottom of his ankle do become swollen.can you give us most likely what could be causing this ?...
